Notice of initiation of a prospecting permit procedure

The Environment Agency publishes a notice pursuant to paragraph 30(2) of the Land Law (MaaPS).

The Environment Agency States that THE application for authorisation to prospect for THE Rääma III Research room submitted by BIOLAN Baltic OÜ (registry code: 10053500) (address: Mäe 17, Commune of Lavassaare, 87001 Pärnu County) 09.02.2018 (registered under document management system of the Environment Agency 13.02.2018 No 12-2/18/2224) has been accepted.
Authorisation to carry out geological exploration is sought in the municipality of Pärnu in the municipality of Kilksama on state-owned properties of Rääääma peturaba 2 (cadastral mark 73001:001:1396, the manager of State property is the Ministry of the Environment and the Delegated Authority for Land) and Taal District 127 (cadastral mark 73001:002:0410, the manager of State property is the Ministry of the Environment and the authorised authority is the State Forest Management Centre). The area covered by the requested survey room is 37.40 ha, overlapping partially with block 9 of the active reserve of low-enriched peat (registry card No 0230) and block 10 of the active reserve of well-decomposed peat and block 13 of the active consumables of low-enriched peat and block 14 of the active reserve of depleted peat. The catchment area of the exploration room is adjacent to and overlaps with the extraction area of the existing Rääme II PEAT production area (mining authorisation No L.MK/326603) of approximately 160 m, and the requested exploration area adjacent to the existing extraction area of the Rääme PEAT production area (mining authorisation No L.MK.PM-13268). The purpose of the study is to conduct a consumption inventory survey to determine the distribution of mineral resources (low and well-degraded peat), the thickness of the useful layer, the quality and the extraction conditions in order to assess the quantity of mineral resources as an active consumable stock for which mining permission could be sought. The study is intended to set up up up up to 100 counting points at a depth of up to 6 m; other planned ad hoc work: water level measurements; topographic measurements; determination of botanical composition, degradation rate, ash, natural humidity and acidity. The survey is carried out by OÜ Inseneribüroo STEIGER (registry code 11206437, address Männiku tee 104, 11216 Tallinn). The period of validity of the authorisation applied for shall be 2 years.

The application for authorisation to prospect and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 680 7438, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse a permit for prospecting, any person shall have the right to submit to the Environment Agency reasoned proposals and objections to the application. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision to grant or refuse authorisation for prospecting shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
