Notice of initiation of a prospecting permit procedure

The Environment Agency publishes a notice pursuant to paragraph 30(2) of the Land Law (MaaPS).

The Environment Agency reports that an application for a permit to prospect for the Maardu III exploration room submitted by the limited company of the olive Paekivitoodete tehase osaühing (registry code: 10022037) (address: Petersburg Road 34, Tallinn 11415).

The research room for Maardu III is located in the village of Jõelähtme, Harju County, in the village of Maardu, in the district of Viimsi district 72 (cadastral identification 24504:003:0053), the district of Viimsi 73 (cadastral identification 24504:003:0054) and the Pruuli (cadastral identification 24504:003:0149). They are owned by the Republic of Estonia, managed by the Ministry of the Environment and approved by the State Riigimetsa Majandamise Keskus.

The surface area of the exploration room for Maardu III is 156.44 ha. The purpose of the proposed geological study is to specify the thickness of the useful layer of limestone distributed in the area under exploration, its quality and the conditions under which it is exploited, so as to record the stock as an active commercial resource where possible and to apply for mining authorisation for its extraction. Since the requested survey room partly overlaps with Kostivere's peat field, the study will also have to identify the distribution, thickness and quality of the adjacent resource, peat, falling within the lime layer. The study will provide up to 40 wells with a depth of up to 35 m and 75 exploration wells (including 15 mines and 60 peat sounding points). Hydrogeological test works shall be performed with water level measurements, test dumping, flow measurement and groundwater chemical analyses. Gamma carotene, kavernometry and georadar studies are further carried out. The geological survey shall be authorised for a period of 4 years and shall be carried out by an OÜ Inseneribüroo STEIGER.

The Environment Agency has checked that the application for a permit for prospecting complies with the requirements laid down in the underground Act. That application complied with the form of order sought.

The application is available digitally in the Environment Agency's document register http://dhsadr-kea.envir.ee.

Until such time as a decision is taken to grant or refuse a permit for prospecting, any person shall have the right to submit to the Environment Agency reasoned proposals and objections to the application. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft prospecting permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
