Notification of authorisation or modification of a mining permit

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that, at the request of OÜ SOKKEL HOLDING (registry code: 12245586) (address Lonni, village of Purku, Municipality of Raikküla, 78401 Rapla County), environmental permit No L.MK/330554 for the extraction of the mineral resources from the Nepste sandpasture of the Nepste sandpasture was granted. The mountain allocation of the nepste sand quarry is located in the municipality of Häädemeeste, Pärnu, on a privately owned property in the village of Nepste, Kurmi (cadastral mark 21302:001:0010, new register part No 2115806).

By letter No 12-2/18/3568 of 12.03.2018, entitled “Failure to initiate an environmental impact assessment of the application for an environmental permit for the extraction of the Nepste sandy deposit in the Nepste sandy pasture”, the Environment Agency failed to initiate the environmental impact assessment procedure.

The mining permit specified:

1. Holder of the authorisation: OÜ SOKKEL HOLDING; registriregistriregistrikood 12245586; address: Lonni, Purku village, Municipality of Raikküla, 78401 County of Rapla.
2. Extractor: OÜ SOKKEL HOLDING; registry code 12245586; address: Lonni, Purku village, Municipality of Raikküla, 78401 Rapla County.
3. Deposit: Nepste sand deposit, registry card No 0951, basic stock is building sand.
4. Mountain area: Nepste sand quarry. Mountain area: 2,19 ha. Location of the mountain allocation: Pärnu County, Municipality of Häädemeeste.
5. Surface area of the upland reserve: 3.69 ha. Intended use of excavated land: natural grassland.
6. Geological survey provider: Mäebüroo Nord OÜ. Title of report: report on the geological work carried out in the Nepste survey room (stock 31.12.2016). EGF No 8814. The stocks were approved by order No 1-1/17/652 of the Director-General of the Land Agency of 03.07.2017.
7. Within the mountain allocation, there are the following minerals: the active consumption of building sand is 73 thousand m ³, of which the extracted stock is 62 thousand m ³ and the active consumption of filler sand is 12 thousand m ³, of which the extracted stock is 9 thousand m ³.
8. Mineral uses: road construction, general construction and aggregates. Average annual mineral extraction rate: 5 thousand m ³.
9. Additional conditions:
9.1 operation of electric overhead lines in safety zones shall be coordinated with the line manager.
9.2 the holder of the mining permit is obliged to maintain the outlet routes (Aruoja Road No 2130472) under conditions to be agreed between the holder of the permit and the municipality.
9.3 in order to prevent the spread of noise, the holder of the mining permit must establish a heating basket at least 3 m high in the direction of the building on the Kurmi site (cadastral mark 21302:001:0009).
9.4 the permitted working time of a career will be from Monday to Friday (excluding public holidays) between 07.00 and 19.00. Outside the authorised working hours, work in the quarry may take place only with the written consent of the owner or inhabitants of the Kurmi property (cadastral mark 21302:001:0009).
9.5 in order to reduce dust emissions from quarries during dry periods (spring-summer-autumn), the speed of movement of trucks in quarries must be limited to 30 km/h and quarries and service sites must be immersed with water or treated with appropriate equipment at a frequency such as to prevent the generation and spread of dust.
9.6 Measurement of the water level of a well on the Kurmi site (cadastral Identifier 21302:001:0009) twice a year (January-February and July-August) prior to the start of extraction and throughout the extraction period. If measurements show that the level of water in a well falls as a result of extraction, the holder of the mining permit must ensure that the land is supplied with water (dredging of an existing well, rebuilding).
