Notification of the publication of a draft integrated permit

The Environment Agency publishes a notice pursuant to paragraph 34(1) of the Industrial emissions Act (THS).

The Environment Agency reports that an amendment to the integrated environmental permit No KKL/317821 of Mangeni PM (registry code: 10070192) (address: Koksvere village, North Sakala district, Viljandi district) has been prepared to amend the permit decision, the preliminary environmental impact assessment and the decision not to initiate an environmental impact assessment, as well as the amended draft permit.

The reason for the amendment of the integrated permit is to reconstruct, extend and increase the production capacity of the farm in Siiman to 4310 bovine places, including 2270 dairy cows, 1400 heifers and 640 calves. The proposed activities include, inter alia, the conversion and extension of a table building of an old table complex for young animals and the setting up of an additional table for dairy cows at a new table complex.

For the extension of Mangen PM Siiman, an environmental impact assessment has been carried out in 2013 for a capacity of up to 1674 seats for dairy cows, 1150 seats for cow heifers and 240 seats for calves. By letter No PV 6-7/13/9082-11 of 16.12.2013, the Environment Agency approved the EIA report.

Proposals and objections to the draft (s) may be submitted to the Environment Agency orally or by e-mail to the info@keskkonnaamet.ee or postal address Paala tee 4, 71014 Viljandi within two weeks of the publication of the notice in the Official Journal Ametlikud Teadaanded.
The Environment Agency shall propose to hear the case without holding a public hearing. The activities pursued by Mangeni PM do not give rise to a cross-border disadvantage and therefore no consultations are held with any other Member State of the European Union.
