Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the aktsiaselts Tootsi Turvas (registry code: 10021374) (address: Papiniidu 5, Pärnu City, Pärnu City, 80042 Pärnu County) submitted an application for authorisation to exploit a resource in the Pööravere II cod production area, which was accepted by the Environment Agency. The company has been granted mineral extraction authorisation l.mk.pm-36844 FOR the extraction of PEAT from the mountain allocation FOR the Coast PEAT production area WITH effect from 20.12.2019. On 30.09.2017, a residue assessment has been carried out in the beech peat production area, on the basis of which the data from the Pärravere peat field have been corrected. During the period of validity of the mining permit, the stock of peat in the entire production area cannot be exhausted. The company wishes to continue mining in the peat production area, but since the peat production area is at different stages of extraction, it is intended to divide the peat production area of the Bothnian Sea into two different hill reserves for the peat production area of the Bothnian Sea and the peat production area of the Bothnian stock II in order to start the restoration of the hill extraction as soon as possible when the stock is exhausted.

The peat production area for turtle II is located in the commune of Metsavere in the municipality of Pärnu, in the municipality of North Pärnu, in the State-owned cadastral area of Pööravere peat production area 2 (cadastral identification 63801:001:0163, registration number 2432506) in the coffee dock field (registration card 0096).

The area covered by the mountain allocation for peat production area II is 92.35 ha and the area covered by the mountain allocation is 238.14 ha. According to the application for authorisation for the extraction of mineral resources, on 30.06.2019 the active consumption of low-degraded peat in the Pope II peat production area is 24 hours t and the extracted stock is 24 hours t and the active consumption of well-degraded peat is 277 thousand t and the extracted stock is 246 thousand t. the maximum annual mining rate for mineral resources is requested to be 10 thousand. the fields of exploitation are agricultural and fuel peat. The period of validity of the authorisation applied for shall be 30 years.

The decision to initiate the procedure for applications for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest office of the Environment Agency (tel 776 2419, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. The preparation of the draft mining permit decision will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
