Notice of initiation of the environmental permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for an environmental permit for the extraction of the mineral reserve from the Estonia II oil shale mining mining site submitted by Enefit Mines as (registry code: 10032389) (address: TN II, Municipality of Jõhvi, Municipality of Jõhvi, 41533 District of Ida-Viru) has been accepted.

The mining reserves of the Estonia II oil shale mine, covering 9107,63 ha, are located in the municipality of Alutagus in Ida-Viru County. The mining company is Enefit Kaevandused AS. According to the request for an environmental permit for the extraction of mineral resources, on 31.12.2018 the active consumption of oil shale associated with mining reserves is about 138,1 million tonnes, the active reserve is about 133,5 million tonnes, the passive stock is about 19,5 million tonnes and the extractable stock is about 277,5 million tonnes. The intended use of the mineral resource is the production of electricity and shale oil. The maximum annual mining rate applied for is 10 million tonnes. An environmental permit for the extraction of mineral resources is requested for a period of 30 years.

The application is available in digital form from the Register of documents of the Environment Agency at the address. https://dhs ADR kea.envir.ee/.

Until the decision to grant or refuse an environmental permit is taken, everyone has the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The preparation of the draft environmental permit or refusal shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
