Notice of initiation of the environmental permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by Enefit Mines AS (registry code: 10032389) (address: Jaama tn 10, Municipality of Jõhvi, Municipality of Jõhvi, 41533) to amend environmental permit No KMIN-054 for the extraction of mineral resources from the Estonian mine has been accepted.

According to the application, Enefit Kavandas wishes to amend point 10.14 of environmental permit No KMIN-054 for the extraction of mineral resources, which States: 'the holder of the mining permit closes the drainage ditches at Selisoo and the drainage ditches at the fringes of Selisoo in accordance with the capacity and methodology set out in the management plan 2017-2026 for the Selisoo nature reserve. The closure of the drainage ditches must be coordinated with the manager of the Selisoo site and the landowner (Riigimetsa Majandamise Keskus). Ditches must be closed within two years of the date of entry into force of the permit.'

Enefit Kaevandused AS to set a new deadline for the closure of drainage ditches in the remote regions of Selisoo and Selisoo at 31.12.2022.

The mining reserves of Estonia, with a surface area of 13 824,23 ha and a surface area of 720,97 ha of the mining reserves, are located in the municipality of Alutagus in Ida-Viru County. The mining company is Enefit Kaevandused AS. As of 31.03.2018, the active consumption of alpine-related oil shale is about 127,42 million tonnes, the active reserve of 8,39 million tonnes, the passive consumption of 7,98 million tonnes and the extractable stock of 135,81 million tonnes. The maximum annual mining rate is 10 million tonnes.

The request for amendment of the environmental permit and other relevant documents can be consulted at the nearest office of the Environment Agency.
The application shall be digitally accessible in the https://dhs-ADR-kea.envir.ee/ system of the Environment Agency

until the decision to amend or refuse to amend the environmental permit is taken, everyone shall have the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft decision to amend or refuse to amend an environmental permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
