Notice of initiation of the environmental permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the Osaühing Eesti Killustik (registry code: 10126848) (address Rõstla's limestone quarry, Rõstla village, Põltsamaa vald, 48022 Jõgeva County) submitted an application for amendment of environmental permit No L.MK/329738 FOR the extraction of mineral resources from the Aardlapalu's sandstone quarry, which was accepted by the Environment Agency. In the sandy field of the ardard farm, studies were carried out which further took into account the active consumption of the filler sand and the building sand, corrected and specified the spatial shapes and the sheep of the spare blocks associated with the mountain allocation of the sandy pasture of the ardflat alu and calculated the quantities of the remaining blocks. The Osaühing Eesti Killustik is to optimise the extraction of the stock present in the deposit before the site is restored. The Association hereby requests that the Estonian fragmentation of the existing mining permit L.MK/329738 BE amended so as to extend the mining allocation to its catchment area, including blocks 1 and 2 of the extended mineral reserves during the geological exploration, as well as blocks 3, 4 and 5 of the active consumable reserve.

Aardlapalu quarry is located in the municipality of Soindena in the municipality of Kambja, Tartu, in the municipality of Soinaste, in the cadastral parcels (register part No 1559604, cadastral identification No 94901:006:0709, earth for 100% mining land) and Aardlapalu (register part No 707004, cadastral identification No 94901:006:0202, earth for 100% mining area) in the Aardlapalu No 270ardard.

The mountain area of the horticultural deposit is 49,28 ha and that of the mountain deposit is 57,39 ha. As of 30.06.2019, the amount of active consumption of aggregate sand associated with mining allocation was 1744,5 thousand m ³, of which 760,5 thousand m ³ is mined and the amount of active consumption of building sand was 1567,36 thousand m ³, of which the mined stock was 945,36 thousand m ³. The areas of use of the mineral resource are concrete, general construction and road construction. The period of validity of the permit is 31.12.2026.

The application is available digitally from the Register of documents of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse an environmental permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. The draft decision amending the environmental permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
