The Environment Agency publishes a notice under paragraph 58(3) of the General Law on the Environment (KeÜS).

The Environment Agency States that following an application by the public limited company Eesti teed (Linnuse code: 12249762) (address: City TN 6, City of Rakvere, County of West Viru 44306), Mineral Mining authorisation No LVIM-025 was amended on the mountain allocation of the Veltsi quarry.

The mountain allocation of the Veltsi quarry is located at the cadastral division of the Veltsi quarry in the municipality of Rakvere in Lääne-Viru (identifier 66201:001:1110). The estate manager is the Ministry of the Environment and the Delegated Authority is the Maa-amet. The available mountain reserve and its catchment area is 1,20 ha. The mountain allocation fully overlaps with 1 block of the active consumption of building sand in the sandy deposit of Velts (Pahnimäe) (registry card No 0371).

The main mineral resource is the building sand. Mineral uses include construction and road construction. The annual rate for the duration of the extraction is 10 thousand m3 and forest land is used for the reclamation of the extracted land.
environmental permit No LVIM-025 shall record the spare quantities for block 1 at 31.12.2019 as follows:
- active consumption stock: 47,275 thousand m3;
- Mining stock: 12,275 thousand m3.

By Decision No 12-2/19/160-17 of 03.02.2020, entitled “Failure to initiate an environmental impact assessment of the request for amendment of the authorisation to exploit the mineral resources of the Veltsi (Pahnimäe) sandy deposit in Veltsi”, the Environment Agency failed to initiate an environmental impact assessment in the course of the procedure for amendment of authorisation No LVIM-025.

The mining authorisation was subject to the following ancillary condition:
In order to reduce dust emissions, the roads used for the transport of the wells and for the production of chippings must be irrigated in the quarry when the work is carried out. During the deposition period when the average outside temperature of the day is above +5, you must be watered continuously.
