Notice of initiation of proceedings for an environmental permit'

Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet declares that AS A&P Mets (registry code: 10321314) (address Näituse 25, Tartu linn, 50409 Tartu maakond) the application for an environmental permit for the mountain allocation of the Kibuna sandy pasture, submitted by the applicant on 12.05.2020, has been granted.

The environmental permit is applied for in the village of Kibuna in Harju, Kadaka Saue, in the village of Kibuna, for the cadastral parcel (cadastral parcel: 29701:001:0447, intended purpose: 100% arable land) and for the unreformed land cadastral parcel of the Kibuna quarry (cadastral parcel: 72601:001:1228, intended purpose: 100% non-targeted land).

The mountain allocation of the Kibuna sand quarry applied for is situated on the Kibuna deposit (registry card No 976), which includes the active consumption of the filling sand in block 1 and the active consumption of the building gravel in block 2. The size of the mountain deposit in the Kibuna sandy pasture applied for is 6.73 ha and the size of the service area in the mountain deposit is 8.31 ha. The minerals extracted are, according to the application, aggregate sand (63 thousand m3 active consumption and 60 thousand m3 extracted reserves) and building gravel (42 thousand m3 active consumption and 40 thousand m3 extracted reserves). The quantity of coating to be extracted is 16 thousand m3, including the quantity of soil 15,50 thousand m3. The intended use of the mineral resource is construction and road construction. The average annual extraction rate applied for is 10 thousand m3. According to the explanatory memorandum to the application, the land converted by mining is to be converted into wooded land. An environmental permit is requested for a period of 15 years.

Until the the granting or refusal of an environmental permit decision is made, any person has the right to submit reasoned proposals and objections to the On the application to the Environment Agency.
