Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS). Also on the basis of paragraph 12(1), General Index 1, of the Law on environmental impact assessment and management.

Keskkonnaamet announces that  AS HKScan Estonia (registry code: 10156832) (address Rakvere lihakombinaat, Roodevälja küla, Rakvere vald, Lääne-Viru maakond, 44207) on the basis of the application submitted by the applicant and the information gathered in the course of the procedure, the Environment Agency amended integrated environmental permit No L.KKL.HA-205018, with the result that separate environmental consents No KKL-507804 and No KKL-507837 were issued for the broiler farms previously covered by that permit.

The Environment Agency initiated an amendment to the integrated environmental permit referred to above and sought the necessary data (inter alia, a comparison of the installation with the applicable BAT guidance material and new data on emissions of pollutants into the ambient air) to bring the data/requirements contained in the integrated environmental permit into line with the actual situation in the installations (if necessary, to lay down additional requirements) and, if necessary, to comply with the new requirements to be introduced. Installations are engaged in intensive rearing of poultry (broilers). The installations are located in the Loo subregion and the village of Ülgas in the municipality of Jõelähtme in Harju county. The installed production capacity and the way in which it was kept and the group of birds in the Loo plant did not change. The Saha site (the Saka 9-12 buildings) also did not undergo any changes. The Saha installation (the Saha 1-3 buildings) was converted from young breeding poultry to broilers and the Saha 4, 7 and 8 buildings used for the breeding of young breeding poultry were left out of service. The surplus facility was adapted for the breeding of broilers instead of for breeding poultry.

By letter No DM-106135-13 of 30.06.2020, the Environment Agency refused to initiate an environmental impact assessment of the request for amendment of environmental complex permit No L.KKL.HA-205018 for the broiler farms of as HKScan ESTONIA.

No cross-border environmental impact could be expected, there was no need to merge the EIA procedures and no further environmental studies were identified.
