Notice of initiation of proceedings for an environmental permit'

Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet declares that Osaühing Kleo (registry code: 10295700) (address Viljandi maakond, Viljandi vald, Mustivere küla, Tomuski) the request submitted by the applicant for an amendment to the environmental permit for the extraction of the mineral resources of the Cyrevares gravel quarry has been accepted.

By this application, the authorisation holder wishes to expand the mountain allocation of the Kurevares gravel quarry and its catchment areas so that block 8 of the active consumable stock IS also covered by mining authorisation VILM-051. In addition to extending the mountain allocation of the Kurevares gravel quarry to block 8 athos, the limit of the mountain allocation has been modified in respect of the existing Kurevares gravel quarry, where the mountain allocation overlaps with the sloping zone of the Viru stream (WATER 1018200), where, under paragraph 37(3)(5) of the BNatSchG, extraction of mineral resources is prohibited. Given the quantity of mineral resources applied for, the licence holder also wishes to extend the period of validity of the mining permit VILM - 051 for a period of 15 years.

The curved gravel quarry is located in Viljandi, municipality of Viljandi, in Taari village, on the private property of Viru-Jaani (cadastral title 71503:002:0601). The area of the mountain allocation applied for is 8.88 ha and the area of the service is 12.97 ha. The minerals extracted are, according to the application, building sand (an active consumable reserve of 62,513 thousand m ³ and an excavated reserve of 33,513 thousand m ³), building gravel (an active consumable reserve of 83,403 thousand ³ and an excavated reserve of 67,403 thousand m ³) and aggregates sand (an active consumable reserve of 308,234 thousand ³ and an excavated reserve of 273,234 thousand ³) and the planned use of the minerals is construction and road construction. The average annual extraction rate applied for is 20 thousand m ³.

Until the the granting or refusal of an environmental permit decision is made, any person has the right to submit reasoned proposals and objections to the Application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address info@keskkonnaamet.ee or to a postal address Paala Road 4, 71014 Viljandi. 

The draft of Environmental permit decision will be announced by the Environmental Agency in the Official Announcements.
