Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS). Pursuant to paragraph 5(5) of the Law on Administrative Procedure (“THE HMS”), the present proceedings are conducted in accordance with the Industrial emissions Act (“THE THS”) in force until 31.12.2019 and, consequently, the publication of the notice is based on paragraph 40(1) of THE THS. Similarly, paragraph 12(1) of the Law on environmental impact assessment and management systems is superabelled by 1.

Keskkonnaamet announces that  osaühing Mooste Farmerid (registry code: 10051731) (address Rasina mnt 18, Mooste alevik, Põlva vald, Põlva maakond, 64616) on the basis of the application submitted by the applicant and the information gathered in the course of the procedure, the Environment Agency issued integrated environmental permit No KKL-509440.

The application for the integrated permit was/was submitted for a farm complex, where it is planned to extend the production volume to a maximum of 434 livestock units. Mooste farmers Mooste Lihaveisefarm (“the installation”) are located in Põlva rural municipality, Mooste rural area, on 9 plots of land (land registration No 2013338, land registration No 47301:002:0092) and Rasina mnt 18 plots (land registration No 2306638, land registration No 47301:002:0142).

Brief description of the operation and changes of the installation:

(1) intensive rearing of bovine animals (meat waters) is the main activity of the installations.
(2) the planned new maximum capacity of installations is limited to 591 animals for suckler cows, 591 animals for calves and 9 animals for bulls.
(3) the normal working time of an installation is 24 hours per day/365 days per year.

By letter DM-101450-13 of 20.11.2020, THE Environment Agency refused to initiate an environmental impact assessment of the application for an integrated environmental permit made by Mooste farmers Mooste liha eisefarm.

No cross-border environmental impact could be expected, there was no need to merge the EIA procedures and no further environmental studies were identified.
