Notice of initiation of a building plan

The Pärnu Linnavalitsus publishes a notice pursuant to paragraph 128(7) of the planning Law (plans).

By order No 348 of the Pärnu Linnavalitsus 06.06.2016, the Pärnu Linnavalitsus announced the creation of a building plan for the building of the TN 109 carousel and failed to initiate a strategic environmental assessment of the building plan in the
.
1177 m2 of land in the residential area of the city centre are occupied by a dwelling, a secondary building, a gardening house and a temporary cube. According to the register of works, the total area under construction of the building is 223,6 m2 (19%). The opening of a zoning plan is requested in connection with the conversion of a secondary building into a second dwelling which does not comply with the construction principles set out in the zoning plan for small dwellings (EE). The conversion of a secondary building into a residential building has begun on the basis of a project for which planning permission has been granted, but the project has not been complied with. Arbitrary extension of the building. The construction site of the building to be converted is to be 170 m2, a height of 7 m.

the overall plan is to be changed in terms of the number of dwellings, two dwellings and ancillary buildings are to be constructed on the land, and the land use control function according to the overall plan is small dwellings (EE), and it is not to be changed.

The ex-ante assessment of the sea has analysed the following potential impacts on the environment related to the planning area: grass-root hazards and geology, soil, noise, vibrations, ambient air quality, ice, cultural heritage, nature conservation, landscape features, insolation, traffic, services, flood areas, connection with other planning documents.

Under paragraph 22 of the KeHJS, an environmental impact is significant if it is likely to exceed the environmental performance of the site, cause irreversible changes in the environment or endanger human health and well-being, cultural heritage or property
.
The ex-ante assessment concludes that the construction of a second building on the 109 pieces of carousel will have a negligible environmental impact on both the natural and the spatial environment, and that there will be no aesthetic impact detrimental to a great many nights. It is an existing residential area on which a building of similar scale is built. In conclusion, the ex-ante assessment proposes not to initiate the KSH procedure for the building plan for the building on the carousel TN 109.
