Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet declares that aktsiaselts ESPAK (registry code: 10077564) (address Viadukti tn 42, Kesklinna linnaosa, Tallinn, Harju maakond, 11313) following that application, a procedure was initiated for the amendment of environmental permit No L.V.HA-52754.
The main activity of THE public limited company ESPAK is the wholesale distribution of sanitary equipment and construction materials (EMTAK code 46732). The production area is located on properties at the addresses of Harju County, Tallinn, Central City district, Viadukti tn 42, (cadastral title 78401:117:0100; register part 190501; commercial use 100%), Viadukti tn 42a (cadastral title 78401:117:0530; register part 718801; commercial use 100%) and Veerenni tn 65 (cadastral reference 78401:117:1880, registration No 4330201; intended use: 100% commercial land).
The amendment of the authorisation is requested in connection with the introduction of liquid fuels. According to the application, the installation has six emission sources, namely boiler chimneys and liquid fuel tanks (25 m3). The boiler builder has five combustion plants with a total thermal input rated thermal input of 3,04 MWth. Either 900 thousand m3 of natural gas, 130 tonnes of shale oil or 120 tonnes of wood chips shall be used as fuel.
The nearest protected natural site is the habitat (CLO1200462) of a conservation category III species (Bombus soroeensis) located approximately 92 m south-east from the border of the production territory. The nearest Natura 2000 site is the natural area of the RahRahRahmae (RAH00451), situated approximately 3.7 km from the production area.

Until the the granting or refusal of an environmental permit decision is made, any person has the right to submit reasoned proposals and objections to the To the Environment Agency. The draft of Decision to amend or refuse to amend an environmental permit will be announced by the Environmental Agency in the Official Announcements.
