Keskkonnaamet publishes this announcement under Section 58(3) of the General Law on the Environment (KeÜS).

Keskkonnaamet announces that  aktsiaselts ESPAK (registry code: 10077564) (address Viadukti tn 42, Kesklinna linnaosa, Tallinn, Harju maakond, 11313) environmental permit No L.V.HA-52754 has been amended.
The main activity of THE public limited company ESPAK is the wholesale distribution of sanitary equipment and construction materials (EMTAK code 46732). The production area is located on properties at the addresses of Harju County, Tallinn, Central City district, Viadukti tn 42, (cadastral title 78401:117:0100; register part 190501; commercial use 100%), Viadukti tn 42a (cadastral title 78401:117:0530; register part 718801; commercial use 100%) and Veerenni tn 65 (cadastral reference 78401:117:1880, registration No 4330201; intended use: 100% commercial land).
The amendment of the authorisation is requested in connection with the introduction of liquid fuel. According to the application, the installation has six emission sources, namely boiler chimneys and liquid fuel tanks (25 m3). The boiler builder has five combustion plants with a total thermal input rated thermal input of 3,04 MWth. Either 900 thousand m3 of natural gas, 130 tonnes of shale oil or 120 tonnes of wood chips shall be used as fuel.
An environmental impact assessment shall be carried out if the authorisation or amendment is sought and the proposed activity which is the reason for the authorisation or amendment is expected to have significant effects on the environment. (paragraph 3(1)(1) of the Law on environmental impact assessment and management systems (“the KeHJS”)). The planned activities of the public limited company ESPAK are not subject to an environmental impact assessment because the operation of a combustion plant is an activity with significant environmental effects within the meaning of the KeHJS (paragraph 11(3) and paragraph 6(1) of the KeHJS). In the light of the foregoing, the Environment Agency did not consider it necessary to carry out a preliminary assessment of the need for an environmental impact assessment and did not initiate an environmental impact assessment.
