Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by the public Road Administration (registry code: 70001490) (address Pärnu mnt 463a, 10916 Tallinn) for amendment of the mining authorisation number L.MK.PM-149855 for the deposit of mining in the Lavassaare quarry (rectified application under document management system of the Environment Agency 10.01.2017 No 12-2/17/771) has been accepted. According to the application, the mining permit is to be extended for a period of 15 years, i.e. until 07.05.2032.
The quarry of Lavassaare is located in the municipality of Audru, Pärnu, on the land of Lavassaare, a gravel quarry (cadastral mark 39501:001:0022), the management of which is the Ministry of Economic Affairs and Communications and the authorised authority, the Maanteeamet. The mountain allocation and its catchment area are 9,08 ha. Within the limits of the mountain allocation, the stock at 09.01.2017 is as follows: the active consumption of aggregate sand is 86,6 thousand m ³, of which the extracted stock is 54,6 thousand m ³; the active consumption of building sand is 31,2 thousand m ³, of which the extracted stock is 21,2 thousand m ³; the active consumption of the building gravel is 28,8 thousand m ³, of which the extracted stock is 15,8 thousand m ³. The average annual rate for the extraction of mineral resources is 25 thousand m ³, the use of which is road construction.

The request for amendment of the mining permit and other relevant documents can be consulted at the Office of the Environment Agency in Viljandi, South Region (Paala Road 4, 71014 Viljandi, louna@keskkonnaamet.ee, 435 5610).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The Environment Agency shall further inform the Official Gazette Ametlikud Teadaanded of the preparation of a draft decision to modify or refuse to modify an authorisation for the extraction of mineral resources.
