Notice of initiation of a prospecting permit procedure

The Environment Agency publishes a notice pursuant to paragraph 30(2) of the Land Law (MaaPS).

The Environment Agency States that the application for authorisation to prospect for the exploration room for dwelling VII submitted by the Joint stock company Tootsi turbvas (registry code: 10021374) (address: Papiniidu 5, Bureau 1, 80010 Pärnu) by letter No 36 of 19.12.2016 (registered under document Management system No 12-2/16/14965 of the Environment Agency) has been accepted.
The geological survey is requested in the municipality of Halinga in Pärnu, in the municipality of Maima, for the State-owned cadastral parcels Halinga district 43 (cadastral identification 18803:001:0099), the management of which is the Ministry of the Environment and the authorised authority of the State Forest Centre and the elbow cod mine (cadastral identification 18803:001:0095), the management of which is the Ministry of the Environment and the authorised authority of the Earth. The area covered by the requested survey room is 352.63 ha. The purpose of the study is to conduct a survey on the consumption of mineral resources (low and well-degraded peat), specifying the geological design of the exploration room, the thickness of the useful layer, distribution, quality and extraction conditions, in order to assess the quantity of mineral resources as an active consumable stock for which mining permission could be sought. The study plans to set up up up to 300 sounding points with a depth of up to 10 m. in addition, the study plans to carry out the following ad hoc work: water level measurements in degrees; determination of botanical composition, degree of degradation, calorific value, ash content, natural humidity, acidity, sulphur content and heavy metals; topographic measurement. The study is carried out by OÜ Inseneribüroo STEIGER (registration code 11206437, address Männiku tee 104, 11216 Tallinn). The period of validity of the authorisation applied for shall be 2 years.

The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse a permit for prospecting, any person shall have the right to submit to the Environment Agency reasoned proposals and objections to the application. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision to grant or refuse authorisation for prospecting shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
