Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency hereby declares that the application for amendment of the authorisation to exploit mineral resources in the Jaama tn 10 No KMIN-074 (registered 17.01.2017 No 12-2/17/1171) of the Enefit Mines as (registry code: 10032389) (address: TN 10, Municipality of Jõhvi, Municipality of Jõhvi, District of Ida-Viru, 41533) has been accepted. It is requested that blocks 28 and 29 of the active reserve of peat at Puhatu be added to the Mountain reserve of the Sirgala quarry.
The Sirgala quarry is located in Ida-Viru County in the municipalities of Vaivara, Illuka and Toila in the field of the Eurgala excavation of the Estonian Põlevkivi deposit (registry card No 0034). The amendment is requested in the municipality of Illuka in the village of Konsu in the fields Sirgala quarry 11 (cadastral mark 22901:003:0400) and Sirgala quarry 17 (cadastral mark 22901:003:0440), for which the management of State funds is the Ministry of the Environment and the Delegated Authority for Maa-amet.
The current mountain allocation has an area of 11 295.67 ha and an area of 3 206.29 ha. According to the request for amendment of the mining permit, the annual mining rate for peat is 55 hours per year. Mineral resources are used for energy purposes (energy raw materials in power generation).

The request for amendment of the mining permit and other relevant documents can be consulted at the Office of the Environment Agency in Harju County (Viljandi mnt 16, 11216 Tallinn, tel 5698 0504, e-mail pohja@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify a mining permit, everyone has the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address pohja@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The Environment Agency shall further inform the Official Gazette Ametlikud Teadaanded of the preparation of a draft decision refusing to modify or modify an authorisation for the extraction of mineral resources.
