Announcement of sovereign wealth auction

The Regional Government of Rapla publishes a notice pursuant to paragraph 58(1) of the Law on State property (RVS).

The Municipality of Rapla shall issue a public electronic auction for the sale of auto24.ee confiscated mopeds (car) Ligier XTOO R (registered as 998X, VIN VJRJS34FD400987, first registration 2008, Kvadrik, bodywork green) with a starting price of EUR 500 (five hundred):
1.1 bids can only be made auto24.ee in the auction environment. The time for submission of tenders shall be from the date of publication of the notice in the Official Journal of Officilikud Teadaanded to 19.03.2017 at 17.00. .1.2 the auction is organised in accordance with the Law on State property, order No 170 of the County Governor of Rapla of 16.03.2011 entitled “Procedure for treating confiscated property under the supervision of the County Authority of Rapla” and the procedure established by the auto24.ee in the auction environment.
1.3 persons involved in the decision-making, organisation and auctioning of sales, their close relatives and tribes, as well as companies in which the persons referred to in this point have a qualifying holding within the meaning of paragraph 9 of the Law on the stock market, may not participate in the auctions either personally or through a representative.
1.4 obligations of the tenderer:
1.4.1 to take part in the electronic auction, accept the conditions of the auction environment and other conditions laid down by the County Council of Rapla. Without consent, participation in the auction will not be possible.
1.4.2 specify in the tender the price desired for the purchase of the asset to be auctioned or the maximum price the tenderer is willing to pay for the purchase of the asset;
1.4.3 submit bids according to the selected tender step;
1.4.4 When making the highest bid, give consent to the publication to the seller of his contact details, namely his forename, surname, email address, telephone number and personal identification number after the auction has been concluded and to remain available to the seller on those contact details until the contract of sale is concluded and the property is transferred.
1.5 a tenderer may:
1.5.1 to auction during the auction period or until expiring end;
1.5.2 make an auction at a price equal to or above the initial price.
1.6 an electronic auction in an auction platform ends with the announcement of the content of the bid and the highest bidder in an auction environment.
1.7 tenderers who have participated in an electronic auction may object to the auctions being conducted within one working day following the day on which the auction is closed. Objections will be lodged with the County Council of Rapla.
1.8 the results of the auction and the highest bidder shall be accepted as the highest bidder or the results of the auction shall not be confirmed by order of the County Governor of Rapla within 3 working days of the date of notification of the auction results in the auction environment.
1.9 If the tenderer proves to be the best bidder, it undertakes to enter into a sale contract and to purchase assets from the seller at the highest bid price offered at auction within 14 calendar days of the date of approval of the auction results. In the event of evasion of the contract, the County Governor may cancel the results of the public auction.
1.10 Once the outcome of the auction has been confirmed, the best bidder shall be informed in writing at the email address indicated in the report on the auto24.ee of the auction environment and the draft contract of sale and the deadline for payment of the sale price shall be communicated. The sale price shall be paid into the account of the Ministry of Finance indicated in the contract. The purchaser shall pay all costs arising from the transfer of ownership of the property.
1.11 the assets to be auctioned are transferred by operation of law after the conclusion of the sale contract and payment of the sale price. The Regional Government of Rapla is not responsible for the condition and defects of the assets sold.

2. The organiser of the sale is the Commission responsible for administering public funds of the Municipality of Rapla.
