Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application submitted by Lemminkäinen Eesti AS (registry code: 10114029) (address Betooni tn 28, districts of Lasnamäe, 11415 Tallinn) by letter No 124 of 24.01.2017 for authorisation to exploit the mineral reserves of the gravel archipelago of Riusselja (registered under document management system 30.01.2017 No 12-2/17/1829 of the Environment Agency) has been accepted.
The gravel quarry of the Riisselja applied for is located in the village of Saunametsa in Surju, Pärnu, district of Kilingi district 3 (cadastral mark 75601:006:0243), which is owned by the State Treasury and an authorised authority by the State Riigimetsa Majandamise Keskus. The requested mountain allocation for the Riga gravel quarry includes all blocks 1 and 2 of the active consumption of the building gravel in the Risselja deposit (registry card No 0947). The mountain allocation applied for is 7.40 ha and its catchment area is 10.51 ha. Within the limit of the mining allocation applied for, the stock as of 01.01.2017 is as follows: the active consumption of the building gravel is 38 thousand m ³, of which the extracted stock is 36 thousand m ³. The average annual rate of mineral extraction is requested to be 4 thousand m ³, the fields of use being road and general construction. The period of validity of the authorisation applied for shall be 10 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the Office of the Environment Agency in Viljandi, South Region (Paala tea 4, 71014 Viljandi, louna@keskkonnaamet.ee, 435 5610).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision granting or refusing authorisation for the extraction of mineral resources shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
