Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for authorisation of the extraction of the mineral reserve from the peat production area of elbe V (registry code: 10480521) submitted by as Hiiu Turvas (address Kyrgessaare mnt 4, 92247 Kärdla) (corrected application under document management system of the registered Environment Agency No 12-2/17/2009-3) has been accepted.
The area of peat production of elbe V applied for is located in the Pärnu district of Sauga and in the municipality of Audru in the State-owned cadastral parcels Halinga district 39 (cadastral identification 73001:001:0818) and Halinga district 2 (cadastral identification 15904:001:0284), the management of which is the Ministry of the Environment and the authorised authority of the State Forest Riigimetsa Majandamise Keskus. The requested hill allocation for the peat production area for skipjack V includes 60 active consumables of scarce peat in Lavassaare peat area (registry card No 0197) and 61 active consumables of well-degraded peat, covering part of the units due to land use rights. The mountain allocation applied for is 3 31.85 ha and its catchment area is 349.78 ha. Within the limits of the mountain allocation applied for, the mineral reserves are as follows: the active consumption of scarce peat is 1225 thousand t, of which the stock to be extracted is 1225 thousand t and the active consumption of well-degraded peat is 2378 thousand t, of which the stock to be extracted is 2081 thousand t. the maximum annual mining rate is 45 thousand t, the resource is used for agriculture and energy. The period of validity of the authorisation applied for shall be 30 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the Office of the Environment Agency in Viljandi, South Region (Paala tea 4, 71014 Viljandi, louna@keskkonnaamet.ee, 435 5610).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision granting or refusing authorisation for the extraction of mineral resources shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
