Notification of authorisation or modification of a mining permit

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS). The additional basis for publication of the notice is paragraph 12(1), ¹ 2, of the ¹ to the Law on environmental impact assessment and management.

The Environment Agency reports that, at the request of the Maanteeamet (registry code: 70001490) (address Pärnu mnt 463a, 10916 Tallinn), authorisation No VILM-034 for the Saarepeedi mineral extraction of the Saarepeedi sandpastry quarry was granted without an environmental impact assessment.

The mountain allocation is located in Viljandi, County Viljandi, in the village of Saarepeedi, on the state-owned land of Saarepeedi, a quarry (cadastritus 71503:002:0820) administered by the Ministry of Economic Affairs and Communications and an authorised authority, the Maanteeamet. The mountain allocation has an area of 2.27 ha and the service area of the mountain allocation is 4.65 ha.

According to the Environment Agency, the planned activities do not have significant effects on the environment, as the
:• the proposed site is not located in the Natura 2000 network area and the proposed extraction does not affect protected sites,
Natura 2000 sites and protected species;
• the ex-ante assessment showed that extraction does not affect the groundwater regime;
• the ex-ante assessment showed that mining does not exceed the limits in terms of air pollution, noise and vibration;
• the land altered by extraction is qualitatively restored later by reclamation.

Mining authorisation No VILM-034 was amended as follows:
1. fixed the term of validity of the licence in point 8.4 at 05.06.2032;
2. an additional condition was added to point 10 of the authorisation form: in order to prevent dust generation and diffusion during dry seasons, intra-quarry roads must be immersed or treated with appropriate equipment.
