Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application submitted by the municipality of Saarde (registry code: 75033454) (address Nõmme tn 22, Kilingi-Nõmme, 86304 Pärnu County) on 27.04.2017 for the amendment (extension) of the mining permit for the sandy quarry in Kamal No L.MK.PM-15727 (corrected application under document management system of the registered Environment Agency No 12-2/17/5481) has been accepted.

The mountain allocation of the Camal sand quarry is located in the cadastral parcel of the municipality of Saarde in Pärnu (cadastral mark 71101:004:0083, new register part No 2602206). The mountain allocation is 10,00 ha and its catchment area is 12,64 ha. As of 31.03.2017, the current quarrying of fallback blocks related to the sand quarry in Kamal is as follows:
active consumable stock in Block 1 (Building gravel) 32,892 ash m ³,
active consumable stock in block 2 (building sand) 334,52 ash m ³,
active consumable stock in block 3 (filler sand) 28 ash m ³,
in block 4 (filler sand), an active consumption reserve of 57,109 thousand m ³.

The mining is carried out by the Saarde Vallavalitsus.

The average annual rate of mineral extraction is 70 thousand m ³, which is used to renew the road cover of the municipality. According to the application for amendment of the mining permit, the period of validity of the permit is to be extended by 10 years, i.e. until 26.03.2028.

The request for amendment of the mining permit and other relevant documents can be consulted at the Office of the Environment Agency in Viljandi, South Region (Paala tea 4, 71014 Viljandi, louna@keskkonnaamet.ee, 435 5610).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until a decision is taken on the application, everyone shall have the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The Environment Agency shall further inform the Official Gazette Ametlikud Teadaanded of the preparation of a draft decision to modify or refuse to modify an authorisation for the extraction of mineral resources.
