Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request for authorisation to exploit the mineral reserves of the Potsepa II gravel quarry (registered under document management system of the Environment Agency 15.05.2017 No 12-2/17/6223) submitted by Osaühing Eesti Klustik (registered under registry code: 10126848) (address: 3.10151 Tallinn River) 09.05.2017 has been accepted.
The Potsepa II gravel quarry applied for is located in the municipality of Audru, Pärnu, in the district of Kyru, in the state-owned cadastral district of Audru, district 52 (cadastral mark 15905:001:0305), the management of which is the Ministry of the Environment and the authorised authority of the State Riigimetsa Majandamise Keskus. The requested mountain allocation for the Potsepa II gravel quarry consists entirely of blocks 11 and 12 of the active consumable stock of the building gravel for the Potsepa deposit (registry card number 0022, basic stock building sand). The mountain allocation applied for is 3.27 ha and its catchment area is 7.76 ha. Within the limit of the mining allocation applied for, the stock as of 01.01.2017 is as follows: the active consumption of the building gravel is 50 thousand m ³, of which the extracted stock is 49 thousand m ³. The average annual rate of mineral extraction is requested to be 4 thousand m ³, the fields of use being road and general construction. The period of validity of the authorisation applied for shall be 15 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the Office of the Environment Agency in Viljandi, South Region (Paala tea 4, 71014 Viljandi, louna@keskkonnaamet.ee, 435 5610).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until a decision is taken to grant or refuse authorisation for the extraction of mineral resources, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision granting or refusing authorisation for the extraction of mineral resources shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
