Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by Lemminkäinen Eesti AS (registry code: 10114029) (address beton 28, 11451 Tallinn) to amend the environmental permit for the extraction of mineral resources (also referred to as mining permit) in the hound III gravel quarry has been accepted. Following an application for amendment of the mining permit, a new block 14 of the active consumption of the building gravel in the erection of existing blocks 5 and 6 of the active consumption reserve is intended to be added to the mountain allocation.

The request for amendment of the mining permit is made in the county of West Viru, in the municipality of Vinni, in the village of old Vinni on a site owned by the company Severi (cadastral mark 90001:001:0702). There is a shark deposit in the area applied for (registry card No 781). An existing mountain allocation is called a hill III gravel quarry. the area of the mountain allocation is 4,40 ha and the area of the mountain allocation is 5,09 ha. According to the request for an amendment to the authorisation for the extraction of mineral resources, the active consumption of the building gravel for the mining reserves is 137 thousand m3, of which 131 thousand m3 are the reserves to be extracted. The average annual rate of mineral extraction is requested to be 33 thousand m3. The mining company is Lemminkäinen Eesti AS. Mineral resources are used in construction and road construction. The period of validity of the existing permit is 09.01.2009-08.01.2021.

The decision to initiate the procedure for amending the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency (e-mail info@keskkonnaamet.ee, Tel. 325 8401).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address at the info@keskkonnaamet.ee address or at the postal address J.Kunderi 18, Rakvere.

The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
