Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request for modification of the mineral extraction permit submitted by Lemminkäinen Eesti AS (registry code: 10114029) (address: betooni tn 28, districts of Lasnamäe, Tallinn, Harju County, 11415) has been accepted. The request for an amendment of the authorisation to exploit the mineral reserves seeks an adjustment of the spatial shape of the existing mining reserves.

The modification of the mining permit is requested in Harju County, Freistaat Sachu, for the state-owned land in the village of Männik, an exercise field for the town (cadastral unit 71801:001:0982). The requested area is located in the Tallinn-Saku sandy deposit (registry card No 0109).

The mountain allocation applied for is called the Talteri sand quarry, with an area of 31.17 ha and an area of 31.17 ha for the mountain allocation. According to the authorisation for the extraction of mineral resources, the amount of active consumption of mining sand is 1 115 thousand m ³ and the stock to be extracted is 1 042 thousand m ³, the amount of active consumption of aggregate sand is 127 thousand m ³ and the stock to be extracted is 96 thousand m ³. An average annual extraction rate of 75 thousand m ³ is requested. Mineral resources are used in road and land construction. The period of validity of the authorisation applied for is 11.12.2033.

The decision to initiate the procedure for amending the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 674 4804, info@keskkonnaamet.ee).

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address pohja@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The Environment Agency shall further inform the Official Gazette Ametlikud Teadaanded of the preparation of a draft decision to modify or refuse to modify an authorisation for the extraction of mineral resources.
