Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the application for a mineral extraction permit submitted by the organic products factory limited company (registry code: 10022037) (address Petersburg mnt 34, Tallinn 11415).

Mining authorisation is sought for the TN 2 panel (title 78401:101:2693) on land in the city of Tallinn, Harju County. The property of the TN 2 panel is owned by the Republic of Estonia, the Ministry of the Environment of the Government and the land office of the approved authority. The requested mountain allocation consists entirely of 37 blocks of the active consumption of the building limestone in the Väo limestone deposit (registry card No 0046).

The mountain allocation applied for is known as the “Väo” or “limestone quarry”. the mountain allocation and its catchment area are 1.79 ha. According to the application for authorisation to extract mineral resources, the amount of active consumption of building limestone in mining reserves is 248 thousand m3, of which 231 thousand m3 are mined. An average annual extraction rate of 21 thousand m3 is requested. Mineral resources are used for concrete, road surfaces and aggregates. Authorisation to exploit mineral resources is requested for a period of 11 years.

The Environment Agency examined the application for authorisation to exploit mineral resources in order to comply with the requirements laid down in the Mineral oil Act. That application complied with the form of order sought.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 674 4804, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft decision to amend or refuse to modify the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
