Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the application for authorisation to exploit mineral resources submitted by Western Road OÜ (registry code: 10879306) (address Tallinna mnt 70, Sub-base of Uuemõisa, Municipality of Ridala, Western Region).

Mining authorisation is sought in Western Nigula, in the municipality of Western Nigula, for the Kaopalu gravel quarry 1 (cadastre 43601:001:0149), Kaopalu gravel quarry 2 (cadastre 43601:001:0148) and Kaopalu gravel quarry 3 (cadastre 43601:001:0147). The owners of the properties are the Republic of Estonia, the Government Ministry of the Environment and the Delegated Authority the Maa-amet. The requested mountain allocation includes in its entirety blocks 5, 6, 7 and 11 of the active consumable stock of the construction gravel at Kaopalu gravel site 0317 and 8 blocks of the active consumable stock of the building sand.

The requested Kaopalu gravel quarry overlaps with the existing mining permits for the Kaopalu 1 gravel quarry (mining permit No L.MK.LÄ-36725) and the Kaopalu II gravel quarry (mining permit No L.MK/318223). By the present request, Lääne Teed OÜ to the mountain areas of the Kaopalu 1 gravel quarry and the Kaopalu II gravel quarry seek a single mining permit as the existing mining permits will expire, the existing mountain reserves will be adjacent and it will not be possible to exhaust the mountain allocations during the period of validity of the permits.

The area covered by the rebel deposit of the Kaopalu gravel quarry applied for is 13.72 ha and the area covered by the rebel deposit is 29.50 ha. According to the application for authorisation for the extraction of mineral resources, on 28.09.2017 the active consumption of the building gravel of mining reserves is 608 thousand m3, of which 550 thousand m3 are mined, while the active consumption of building sand is 129 thousand m3, of which 86 thousand m3 are mined. An average annual extraction rate of 43 thousand m3 is requested. The exploitation of mineral resources consists of road and general construction works. Authorisation to exploit mineral resources is sought for a period of 15 years.

The Environment Agency examined the application for authorisation to exploit mineral resources in order to comply with the requirements laid down in the Mineral oil Act. That application complied with the form of order sought.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft decision to amend or refuse to modify the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
