Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request for extension of the mining permit submitted by OÜ Šeiker teed (registry code: 14040730) (address Metsapunkti tee 7, Sutlema village, Kohila Municipality, Rapla County, 79710) was granted.

The extension of the period of validity of authorisation No Rapm-043 for the extraction of mineral resources from the gravel quarry of a pimac is sought in the Regione Rapla, in the municipality of Kohila, in the village of Pahkla, in the gravel deposit of Pahkla (registry card No 0615), in the cadastral parcels of the Pahkla gravel quarry (cadastre mark No 31701:003:0177) and the Pahkla quarry (cadastre mark No 31701:003:0177). The cadastral parcels are owned by the Republic of Estonia, managed by the Ministry of the Environment and approved by the Land Board.

The mountain area of the gravel quarry is 7.17 ha and that of the mountain quarry is 11.69 ha. According to the authorisation for the extraction of mineral resources, the active consumption of the excavation building gravel is 90,1 thousand m ³ and the excavated reserves are 87,1 thousand m ³. The average annual rate for the extraction of mineral resources is, according to the permit, 20 thousand m ³. Mineral uses include construction and road construction. The authorisation for the extraction of mineral resources from the gravel quarry of a cavity is valid until 22.09.2018. Since, during the period of validity of the authorisation for the extraction of mineral resources, the mineral resources extracted within the mining reserves cannot be fully exhausted and it is not appropriate to restorate the extracted land in such a case, it is desirable to extend the authorisation for the extraction of mineral resources until 22.09.2033.

until the decision to extend or refuse to renew the mining permit is taken, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address at the laane@keskkonnaamet.ee or postal address Tallinna mnt 14, 79513, Rapla.

The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
