Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request for extension of the mining permit submitted by AS Tariston (registry code: 10887843) (address Pärnu mnt 158/1, city centre, Tallinn, Harju County, 11317) was granted.

The extension of the validity of permit No Rapm-068 for the extraction of the Alles II gravel deposit is requested in the municipality of Kohila, County Rapla, in the village of the eel in the Alest gravel deposit (registry card No 26), in the cadastral block of the Alest gravel deposit (cadastral mark No 31701:003:0192). The cadastral parcel is owned by the Republic of Estonia, managed by the Ministry of the Environment and approved by the Earth Authority.

The mountain area of the Alles II gravel quarry is 0.75 ha and that of the mountain quarry is 3.53 ha. According to the Mining authorisation, the active consumption of the excavation building gravel is 16,5 thousand m ³ and the excavated reserves are 16,5 thousand m ³ and the active consumption of the aggregate sand is 28,8 thousand m3 and the excavated reserves are 28,8 thousand m3. The average annual rate for the extraction of mineral resources is authorised at 30 thousand m ³. The exploitation of mineral resources consists of the production of building and filling sand, gravel, chippings and crushing for environmental, road and land use. The authorisation to exploit the mineral resources of the Alles II gravel quarry is valid until 08.10.2019. As the mining reserves have not been exhausted at the end of the extraction period, it is proposed to extend the authorisation to exploit the mineral resource until 04.11.2024.

until a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address at the laane@keskkonnaamet.ee or postal address Tallinna mnt 14, 79513, Rapla.

The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
