Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that RANNAR LEHIS (personal identification No 36811042745) (address: data not published in accordance with paragraph 35(1) (12) of the AvTS) submitted an application for extraction of the mineral reserves of the Paaslangi sandy quarry.

The requested mountain allocation for the Paaslangi sandpasture is located in the village of Lapetukme, in the municipality of Elva, Tartu, in the private land of the cadastral division Vilatsi (cadastral mark 69401:003:0405, registration number 4237204) in the Paaslangi gravel deposit (registration card No 0721).

The area covered by the application is 6.14 hectares for the Paaslangi sandy pasture and 6.14 hectares for the service area for the mountain deposit. As of 01.06.2017, the active consumption of the building gravel associated with mining reserves was 59 thousand m3, of which 56 thousand m3 and the active consumption of the filling sand were 89 thousand m3, of which 84 thousand m3 are mined. The average annual rate of mineral extraction is requested to be 10 thousand m3. The quantity of overburden is 25 h m3, of which the quantity of soil is 15 h m3. The area of use of the mineral resource is general construction and road construction. The mining company is OÜ Blauteam. The period of validity of the authorisation applied for shall be 15 years.

The decision to initiate the procedure for applications for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest office of the Environment Agency (tel 776 2419, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address in info@keskkonnaamet.ee or to a postal address at garage 2, 48306 Jõgeva.

The preparation of the draft mining permit decision will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
