Notice of initiation of a general geological exploration permit procedure

The Environment Agency publishes a notice pursuant to paragraph 30(2) of the Land Law (MaaPS).

The Environment Agency States that the application for authorisation of the general geological exploration project for the Tammik III exploration room submitted by the limited company of the olive products factory (registry code: 10022037) (address: Petersburg Road 24, Tallinn 11415) has been accepted.

Authorisation to carry out general geological exploration is sought in the municipality of Kose, Harju, sitting in Tammik village, Paunküla, district 130 (cadastral code 33701:001:0355). Paunküla's 130 properties are owned by the Republic of Estonia, managed by the Ministry of the Environment and an approved body by the State Riigimetsa Majandamise Keskus.

The area of the Tammik III trial room is 200,52 ha. The proposed research aims at a wider search for mineral resources (building limestone) in order to determine whether a given site or part of it qualifies as a potential new prospect of limestone. The geological design of the exploration room and the main factors influencing the development of the environmental impact of the extraction shall be identified. Particular emphasis will be placed on various groundwater studies. General geological exploration shall be carried out in the form of up to 15 exploration wells and up to 15 wells with a depth of up to 45 m. Authorization for a general geological survey shall be sought for a period of 4 years. The survey is carried out by OÜ Inseneribüroo STEIGER (registry code 11206437, address Männiku tee 104, Tallinn 11216).

The Environment Agency examined the application for a permit for general geological exploration in accordance with the requirements of the Mineral Act and Regulation No 4 of the Ministry of the Environment of 23.01.2017, entitled “Procedure for applications for a permit for general geological exploration, a permit for geological exploration and a permit for mineral extraction, and the form and detailed requirements of the application and the form of the permit for general geological exploration, the permit for geological exploration and the permit for mineral extraction”. That application complied with the form of order sought.

The application for a general geological exploration licence and other relevant documents can be consulted at the nearest office of the Environment Agency (info@keskkonnaamet.ee, telephone 674 4803).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse permission for general geological exploration, any person shall have the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft decision granting or refusing permission for general geological exploration shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
