Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the APPLICATION for authorisation to exploit the Nepste III sand QUARRY submitted by OÜ SOKKEL Holding (registry code: 12245586) (address: Lonni, village of Purku, Municipality of Raikküla, 78401 Rapla County) 03.11.2017 (registered under document management system No 12-2/17/12969 of the Environment Agency) has been accepted.
The Nepste III sand quarry applied for is located in the municipality of Häädemeeste, Pärnu, on a state-owned property in the village of Nepste, Liksaare district 3 (cadastral title 21301:004:0139), the management of which is the Ministry of the Environment and the authorised authority of the Centre for the Management of State Forests. The requested mountain allocation for the Nepste III sand quarry includes blocks 4 and 5 of the active consumable stock of building sand and blocks 6 of the active consumable stock of the Nepste sand deposit (registry card No 0951, basic substrate). The mountain allocation applied for is 31.35 ha and its catchment area is 37.27 ha. Within the limit of the mountain allocation applied for, there are the following minerals: the active consumption of building sand is 490 thousand m ³, of which the extracted stock is 477 thousand m ³ and the active consumption of the filling sand is 204 thousand m ³, of which the extracted stock is 194 thousand m ³. An average annual extraction rate of 48 thousand m ³ is applied for, with road and general construction and aggregate for the exploitation of the mineral resource. The period of validity of the authorisation applied for shall be 15 years. OÜ SOKKEL HOLDING is designated as the mining operator.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 680 7438, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until the decision to grant or refuse authorisation has been taken, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The preparation of the draft decision granting or refusing the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
