Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for amendment of the permit VILM-011 for the extraction of Napsi peat production area submitted by the joint stock company Ramsi Turvas (registry code: 10276571) (address Viljandi County, Viljandi County, Ramsi SUB-AREA, Turba Road 12, 71101) has been accepted.
The Napsi peat production area is located in the municipality of Mulgi, Viljandi, on land owned by the Ministry of the Environment, whose authorised authority is the Maa-amet (cadastral Identifier 19201:001:0260), in a Napsi peat storage site (registry card No 0144).

Ramsi turbvas wishes to extend the validity of the mining permit VILM-011 for 30 years, i.e. until 27.12.2049. The extension of the permit is necessary to allow the company to fully exhaust the security stock during the current mining permit and to properly regularise the site.

The name of the mountain allocation applied for is the area of Napsi peat production. The mountain allocation has an area of 154.12 ha and the service area of the mountain allocation is 184.19 ha. According to the Mineral Mining authorisation, as of 01.03.2017, the active consumption of the Mining reserve is 1036 thousand t, including 365 thousand t for poorly developed peat and 671 thousand T for well-degraded peat. the Mining stock is 865 thousand t, including 334 thousand t for poorly degraded peat and 531 thousand. the maximum annual mining rate is requested at 16 thousand. the fields of use of the Mineral reserve are agriculture, horticulture and heating. The period of validity of the authorisation applied for shall be 30 years.

The request for amendment of the mining permit and other relevant documents can be consulted at the nearest office of the Environment Agency.
The application shall be digitally accessible from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/

until a decision is taken to amend or amend the mining permit, every person shall have the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address in info@keskkonnaamet.ee or at the address Alexander 14, 51004 Tartu.

The draft amendment to the mining permit will be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
