Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for authorisation to exploit mineral resources submitted by Osaühing Eureka (registry code: 10551356) (address: Viljandi County, City of Viljandi, Vaksali tn 8a, 71012) has been accepted.
The mining permit is requested for the extension of the sand quarry of Pirmastu II in the village of Viljandi in the municipality of Viljandi. On the mountain deposit for Pirmastu II, Eureka is the mining company for sand under licence VILM-045. The mountain allocation is situated on the property of Matsi (cadastral identification 89801:001:0629) with an area of 4,26 ha and is owned by Eureka. The extension is intended for the adjacent State-owned cadastral area of the Pirmastu gravel quarry (cadastral mark 57002:001:0020) with an area of 3,09 ha. The area applied for is situated in the Nõmme-Koor (Pirmastu) deposit (registry card 0025).

The requested extended mountain allocation is called the Pirmastu II sand quarry, with an area of 7.34 ha and an area of 8.48 ha for the mountain allocation. According to the application for authorisation for the extraction of mineral resources, the amount of active consumption of mining sand is 231 thousand m ³ and the extracted stock is 167 thousand m ³, the amount of active consumption of aggregate sand is 40 thousand m ³ and the extracted stock is 21 thousand m ³, the amount of active consumption of building gravel is 10 thousand m3. An average annual extraction rate of 13 thousand m ³ is requested. The exploitation of mineral resources is civil and road construction. The period of validity of the authorisation applied for shall be 15 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest office of the Environment Agency.

until a decision is taken on whether or not to grant a mining permit, everyone has the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address in info@keskkonnaamet.ee or at the address Alexander 14, 51004 Tartu.

The preparation of the draft mining permit decision will be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
