Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by OÜ SOKKEL HOLDING (registry code: 12245586) (address Rapla County, Municipality of Rapla, Purku Village, Lonni, 78401) to amend the mining authorisation No Rapm-084 for the Raja gravel quarry was accepted.

The request for modification of the authorisation to exploit a gravel quarry of a runway is made in the village of LAU in the province of Kehtna in the area of Raja's sandpastry (registry card No 454) in the cadastral parcels Raja (cadastral mark 29201:003:0413, special declaration), Raja-metsa (cadastritunnus 29201:003:0640, special declaration), Raja-Põllu (Kruusaaugu mark 29201:003:0630, manager's declaration and Ministry 291:0016 is the Ministry of the Ministry of the Crown and the Republic of Estonia.

The area of the mountain allocation of an existing Rrunway gravel quarry is 11.80 ha and the area of the service area of the mountain allocation is 17.08 ha. According to the application for amendment of the authorisation, the area of the mountain allocation of the Raja gravel quarry applied for is 12.43 ha and the area of the service area of the mountain allocation is 17.78 ha. The purpose of the amendment of Mining authorisation No Rapm-084 is to fully link with the mining allocation the active consumption of the deposit in blocks 2 (building gravel), 3 (building sand), 4 (building sand) and 5 (building sand) and to add the active consumption of the deposit in blocks 6 (filling sand) and 7 (building sand) to the existing mining allocation. According to the request for amendment of the authorisation for the extraction of mineral resources, on 31.12.2017 the active consumption of the building gravel of the mining reserves is 355,3 thousand m3 and the excavated reserves are 352,3 thousand m3, the active consumption of the building sand is 98,7 thousand m3 and the excavated reserves are 94,7 thousand m3 and the active consumption of the aggregate sand is 273,0 thousand m3 and the excavated reserves are 244,0 thousand m3. The active consumption of the filling cruise on the mountain deposit is 98 thousand m3 and the extracted stock is 90 thousand m3. According to the application, the average annual rate for the extraction of mineral resources is 60 thousand m3 (with an existing permit of 55 thousand m3). The applications include road and general construction and aggregate. The existing authorisation No Rapm-084 is valid until 30.05.2024 and, according to the application for amendment of the authorisation, the authorisation is requested for a period of 12 years. The use of extracted land is transformed into artificial water and grassland instead of current arable land (wooded land, arable land).

until a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address at the info@keskkonnaamet.ee or postal address Tallinna mnt 14, 79513, Rapla.

The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
