Notice of initiation of the air pollution permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS) (since 01.01.2017, formerly PARAGRAPH 78(1)).

The Environment Agency States that the Osaühing Lihula Soojus (registry code: 10539467) (address: AIA 16, the city of Lihula, the municipality of West Anna, 90302 Pärnu) has accepted the application for amendment of Air pollution permit No L.V/319385, together with the associated authorised emissions project. The application was registered in the Environment Agency's document Management system 14.08.2018 No 15-2/18/1390-6. Air pollution permit No L.V/319385 has been issued to the company in Pärnu, County of West Bank, for the release of polluting substances into the ambient air from emission sources on land at AIA 16 in the municipality of Lihula (cadastral Division 41201:004:0083). Air pollution permit No L.V/319385 is issued for an unlimited period.
Its main activity is the generation of heat and the provision of district heating services (EMTAK code 35301). The installation has two emission sources, namely a boiler housing and a fuel tank vent hole. The boiler has two combustion plants with a rated thermal input of 3,36 MWth. The biomass boiler is equipped with a cyclone. The estimated annual fuel consumption is 1550 tonnes of lucrose or 1990 tonnes of forest wood and 100 tonnes of shale oil. The annual emissions of pollutants to ambient air requested by the operator are particles, total 14,382 tonnes, carbon monoxide 34,994 tonnes, nitrogen oxide 7,58 tonnes, volatile organic compounds 0,925 tonnes, sulphur dioxide 4,425 tonnes, heavy metals (lead and zinc) 2,761 kilograms and carbon dioxide 309,242 tonnes.
The site of the installation is located on 100% of the production land. The installation is limited to productive land, arable land, residential land and non-reformed public land. The nearest dwelling shall be located approximately 90 m south-west from the installation's emission sources. There are no similar emission sources in the vicinity of the installation. The installation is not situated in a conservation or conservation area, in a Natura 2000 bird area or in a nature area. The Lihula Park is located approximately 400 metres away from the installation. There are no individual objects to be protected in the vicinity of the plant.

The application for a pollution permit is available at the Office of the Environment Agency in Kuressaare, Western Region (Tallinn 22, 93819, the city of Kuressaare, the municipality of Saaremaa, the region of Saaremaa) and in the public document register of the Environment Agency http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse an ambient air pollution permit, any person shall have the right to submit to the Environment Agency his or her reasoned submissions and objections to the application. Proposals and objections can be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Tallinna 22, 93819 the town of Kuressaare, the municipality of Saaremaa, the region of Saaremaa.

The draft decision to grant or refuse an outdoor air pollution permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
