The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS) (since 01.01.2017, formerly PARAGRAPH 78(1)).

The Environment Agency States that it has accepted an application for an air pollution permit for NORCAR-BSB EESTI AS (registry code: 10433651) (address: Regione Rapla, Municipality of Kohila, Prillimäe alevik, rebase tn 16, 79702). The correct application material received on 17.10.2018 was registered in the document management system under number 15-2/18/16317-3.
The main activity of the installation is mechanical treatment of metals (EMTAK code 25621), other activities being steam and air conditioning supply (EMTAK code 35301). The production area has its address at Rapla County, Kohila County, Prillimäe Sub, rebase tn 16, 79702; the cadastral identification number is 31701:002:1660, the installation being located on the production land. The closest protected nature sites in the Nabala-Tuhala nature reserve (environmental registration code CLO1000634), the Natura 2000 Rahaaugu focus protection area (environmental registration code CLO1101504) and the Natura 2000 Rahaaugu storage area (international site; identification code EE0020319) are approximately 1 km to the north-east.
The installation's emission sources are the ventilation of the gear cutting machine, the ventilation of wiping, the ventilation of the paint Chamber, the ventilation of the drying Chamber, general ventilation, the ventilation of the plasma section, the ventilation of the tube manufacturing room and the boiler casing. Up to 10,252 tonnes of organic solvents per year are used in production with up to 4,532 tonnes of VOC per year released into the air. The Katla has a capacity of 0,263 MWth, using up to 20 tonnes of liquefied gas per year for heating purposes.

The application for an air pollution permit is available at the Office of the Environment Agency's Rapla in the Western Region (Tallinna mnt 14 79513 Raplas; tel 680 7438) and the public document register of the Environment Agency http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse an ambient air pollution permit, any person shall have the right to submit to the Environment Agency his or her reasoned submissions and objections to the application. Proposals and objections can be submitted orally or in writing to the email address info@keskkonnaamet.ee or to the mailing address Tallinna mnt 14, PK 5, 79513 Rapla.

The draft decision to grant or refuse an outdoor air pollution permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
