Notice of initiation of the air pollution permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS) (since 01.01.2017, formerly PARAGRAPH 78(1)).

The Environment Agency States that osaühing Merinvest (registry code: 10129628) (address Merinvesti, village of Mulluu, Municipality of Saaremaa, region of 93835) has intervened in the procedure for the amendment of Air pollution permit No L.V/322907, together with the associated emission permit project No 15-2/18/16907. Air pollution permit No L.V/322907 is issued to an operator for the release of polluting substances into the ambient air from emission sources located on the land of Merinvest in the municipality of Saaremaa in the village of Mullutu (cadastre 34801:006:0499). Air pollution permit No L.V/322907 has an unlimited period of validity. The operator shall request the amendment of the air pollution permit due to significant changes in the number and location of the installation's emission sources.
The operator's main activity is the production of rubber sheets (EMTAK code 22199). The installation has 15 emission sources (7 aggregates). Different chemicals up to 3,714 tonnes per year are used in the manufacture of rubber parts and cleaning of parts and forms, from which a total of 1,48 tonnes of different pollutants, such as ammonia, 2-propanol, toluene, ethanol, acetone and total non-methane volatile organic compounds (NMVOC), are released into the ambient air. The latter represents a group of pollutants for which no emission limit values have been established for the purposes of the Law on the protection of atmospheric air: 2-methylpropan-2-ol, propan-1,2-diol, industrial gasoline, butane, isobutane, propane, 2-butoxy-ethanol, limonene, ethanolamine,, n-butanol, naphtha and n-butyl acetate. Low VOCs are also emitted during vulcanisation and pressing of raw rubber (up to 0,214 tonnes per year).
The installation is located on 100% of the production land. The production area is surrounded by land production land and the west by transport land. The nearest dwellings are situated approximately 22 m west from the border of the installation's production territory, approximately 36 m south and approximately 110 m north west. The nearest similar emission source is the OSAÜHING MUVOR production plant for hunting and kaatrioids (registry code 11101980) (air pollution permit No L.V/321876), which is located approximately 670 metres north of the installation. The installation is not situated in a conservation or conservation area, in a Natura 2000 bird area or in a nature area. There are no protected natural or individual objects in the vicinity of the establishment. The soil-north-west deposit area is situated at a distance of approximately 390 m from the installation to the west-west.

The application for a pollution permit is available at the offices of Kuressaare, the region of the Western region of the Environment Agency (Tallinn 22, 93819, the city of Kuressaare, the municipality of Saaremaa, the region of Saaremaa) and the public document register of the Environment Agency http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse an ambient air pollution permit, any person shall have the right to submit to the Environment Agency his or her reasoned submissions and objections to the application. Proposals and objections can be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Tallinna 22, 93819 the town of Kuressaare, the municipality of Saaremaa, the region of Saaremaa.

The draft decision to grant or refuse an outdoor air pollution permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
