Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that VALICECAR OÜ (registry code: 11102086) (address: Pärnu County, West Bank, Pikavere village, toto, 88430) has applied for authorisation to exploit mineral resources (“mining authorisation”) (registered under document management system of the Environment Agency 28.12.2018 No 12-2/18/20852). The application is available digitally in the public document Register of the Environment Agency at https://dhs-ADR-kea.envir.ee/ (title Raatsiotsa III gravel quarry).

Mining authorisation is sought for the extraction of building sand on the mountain deposit of the Raatsiotsa III sandy quarry at the Raatsia-end gravel deposit. The main mineral resource is a building gravel. The setup of the resource is construction, road construction. The mountain allocation of the rawfish tip III sandy quarry is located in the municipality of Pärnu, in the municipality of West Anna, in the State-owned cadastral division Lihula district 70 (land registration No 13244950; cadastral identification No 19502:001:0281; land use for 100% arable land), managed by the Ministry of the Environment and the authorised authority by the State Forest Management Centre. The area of the mountain allocation applied for is 3.31 ha and that of the service area of the mountain allocation is 3.31 ha. The period of validity of the authorisation applied for is 15 years.

As of 01.11.2018, within the limit of the mountain allocation applied for, the active consumption of building sand is 171 thousand m3, of which 137 thousand m3 are mined.

The compliance of the application for a mining permit with the requirements laid down in the Mineral oil Act and the environmental impact assessment and Management system Act has been verified by the Environment Agency and the data processor of the environmental register (letter No 9-3/19/2 of 03.01.2019; registered in the Environment Agency document Management system No 04.01.2019 No 12-2/18/20852-2).

The Environment Agency shall publish the application for mining authorisation in the Official Gazette Ametlikud Teadaanded (www.ametlikudteadaanded.ee), in this letter and on the website of the Environment Agency.

The draft mining permit shall be prepared and published by the Environment Agency in the official publication Ametlikud Teadaanded. The drafts shall also be sent to the municipality and the applicant for authorisation for inspection and for submission of proposals.

In accordance with paragraph 46(1) of the General Law on the Environment, in the event of an open procedure, the consent authority must notify the person whose rights may be infringed or whose obligations may be affected by the grant or refusal of an environmental permit, including the owner of the land adjacent to the land on which the proposed activity is located, of the application for an environmental permit.

The interested party and the person whose rights may be affected by the proposed activity shall have the right, from the date of publication of the notifications until the end of the procedure, to submit to the Environment Agency proposals and objections to the application for authorisation or to the draft authorisation.

The decision to initiate the procedure for applications for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 452 7773, info@keskkonnaamet.ee).

or refusal of mining authorisation is taken, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address at the info@keskkonnaamet.ee address or postal address Tallinn 22, Kuressaare, the municipality of Saaremaa, the island region 93819.

The preparation of the draft mining permit decision will be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
