Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for modification of the mining permit submitted by AS Tariston (registry code: 10887843) (address Harju County, Tallinn, Central City district, Pärnu mnt 158/1, 11317) was accepted.

The original application for an amendment to the mining permit for the Liivaku gravel quarry was submitted by TM Energy OÜ (registry code 10828349, address Jõgeva County, Põltsamaa Municipality, Põltsamaa City, Veski tn 17a, 48106) (registered under document management system 14.03.2018 No 12-2/18/3762 of the Environment Agency). By order No 1-3/18/2398 of the Environment Agency of 25.09.2018, the mining permit for the Liivaku gravel quarry was converted to AS Tariston. As a result, an amendment to the mineral extraction permit was introduced in 2019.

The request for modification of the permit for the extraction of a sandstone gravel quarry is made for the private cadastral parcels Kruusiaugu (cadastritus 13402:003:0581) and Kungla (cadastritus 13402:003:0770) in the village of Roosna, in the municipality of Yärva.

The surface area of the existing Liivaku gravel quarry (Mineral permit No Jarm-029) is 19 ha and the surface area of the mining deposit is 21.43 ha. The period of validity of the mining permit is 16.05.2028. According to the application for amendment of the authorisation, the mountain allocation is 19.68 ha and the service area for the mountain allocation is 20.96 ha. The mining permit is requested for a period of 15 years. The existing mountain allocation is to be extended vertically to its creation and to the cadastral unit of Kungla, in line with the stock approved by the geological study on 16.11.2017. The boundaries of the mountain allocation and its catchment area are also aligned with the boundaries of the cadastral parcels, which changed in 2015.

until a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Tallinna mnt 14, PK 5, 79513, Rapla.

The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
