Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency informs that the public AKTSIASELTS AHTOL (registry code: 10235448) (address Harju County, Rae Municipality, Soodevahe village, Raba tee 5, 75322) has been granted leave to amend environmental permit No HRAM-025 (L.MK.HA-169369) for the extraction of Rae PEAT production area (registered under document management system of the Environment Agency 11.02.2019 as document No 12-2/19/121).

The authorisation number HRAM-025 (L.MK.HA-169369) for the extraction of the Rae PEAT production area is valid until 06.10.2020. During the period of validity of the permit, it is not possible to exhaust all the stock of peat in the production area, which is why the public limited company Ahtol wishes to renew the mining permit. The extension of the permit modifies the limit of the service area of the mining reserves in order to ensure the subsequent reclamation of the land damaged by mining. Continuing to produce peat in the Rae peat production area will ensure the sustainable use of the deployed peat stock.

The Rae peat production area is located in the Rae peat deposit in Harju County (registry card No 0280). The mountain allocation and its catchment area are located on the land owned by the Republic of Estonia as part of the Rae peat production area (cadastral mark 65301:002:0600, intended use 100% peat industrial land), part of the Vienna forest on 65 plots (cadastral mark 65301:002:0077, target 100% arable land), forest area (cadastral mark 65301:002:1518, target 100% arable land), destination 1:0015% forest land.

The area covered by the mountain allocation for the Rae peat production area is 173.91 ha and the area covered by the mountain allocation is 184.66 ha. As of 30.09.2018, the active consumption of scarce hay peat associated with mining allocation amounted to 36 thousand t, of which the active consumption of 36 thousand t and scarce peat extracted amounted to 496 thousand t, of which 396 thousand T. Mineral resources are used for agriculture and energy. The mining is carried out by THE AKTSIASELTS AHTOL. Mining authorisation No HRAM-025 IS to be extended for a period of 30 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency.
The application shall be digitally accessible in the https://dhs-ADR-kea.envir.ee/ system of the Environment Agency

until the decision to grant or refuse authorisation is taken, everyone shall have the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address 674 4803, to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
