Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for extension of the authorisation for the extraction of mineral resources (“mining authorisation”) MIM-019 submitted by the Road Administration (registration code: 70001490) (address Harju County, Teelise tn 4, Nõmme district, Road tanker 4, 10916) has been accepted. Extension of mining permit MIM-019 is requested for 10 years.

The extension of the mining permit is requested in Hiiu County, Nõmba village, for the State-owned cadastral division Kapasto quarry (cadastral mark 63901:003:1100, 100% mining land) managed by the Ministry of Economic Affairs and Communications and the authorised authority, the Road Administration. The area applied for is situated at the Määvl gravel deposit (registry card No 0106).

The mountain allocation is known as the Kapasto sand quarry, with an area of 5,46 ha and an area of 5,46 ha for the mountain allocation. As of 31.12.2018, within the requested mountain allocation, the active consumption of building sand is 284.697 thousand m3, of which 256.697 thousand m3 are mined. The maximum annual mining rate is 30 hrs m3. Mineral resources are used for the construction, repair and maintenance of roads.

In accordance with paragraph 46(1) of the General Law on the Environment, in the event of an open procedure, the consent authority must notify the person whose rights may be infringed or whose obligations may be affected by the grant or refusal of an environmental permit, including the owner of the land adjacent to the land on which the proposed activity is located, of the application for an environmental permit.

The decision to initiate the procedure for extending the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 452 7773, info@keskkonnaamet.ee).
The application is digitally accessible from the https://dhs-ADR-kea.envir.ee/ (title “Kapasto sand quarry”).

Until such time as a decision is taken to renew the mining permit or to refuse to renew the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address at the info@keskkonnaamet.ee address or postal address Tallinn 22, Kuressaare, the municipality of Saaremaa, the island region 93819.

The preparation of the draft extension of the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
