Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the company Torf (registry code: 10076240) (address: Pärnu County, West Bank, Lihula City, Tallinna mnt 26a, 90303) has been successful in its application for authorisation to exploit the mineral resources of the cod production area of Laiküla III. The initial application was registered under document Management system of the Environment Agency No 12-2/18/13507 and the corrected application registered under document Management system No 12-2/19/37-2 of 13.02.2019 was accepted. The application for authorisation to exploit mineral resources is available digitally in the public register of the Environment Agency at https://dhs-ADR-kea.envir.ee/ (title Laiküla III peat production area).

The area covered by the mountain allocation for the cod production area in Area III applied for is 139.67 ha and the area covered by the mountain allocation is 162.19 ha. Mountain allocation and its catchment area are located in Western Nigula municipality in cadastral parcels 34202:002:0306 Llamaa district 62 (chart and plan basis; arable land), 34202:002:0321 Llamaa district 179 (chart and plan basis; arable land), 45203:002:0092 Llamaa district 14 (chart and plan basis), 34202:002:0130 Llamb forest area converted according to chart and security map (arable area), 452:0003 lata area converted into arable land, arable area and arable ground; 002:002:002:0002

The requested mountain allocation fully overlaps with blocks 9 and 11 of the active consumable stock of scarce peat in the Laikülan peat area (registry card No 0214) and with blocks 10, 12 and 13 of the active consumable stock of well-degraded peat. The mountain allocation applied for and its catchment area are adjacent to the mountain allocation and the catchment area of the Saloon peat production area.

The minerals extracted are, according to the application, low-density peat (41 thousand t active consumption and 41 thousand T mined stock) and well-degraded peat (543,8 thousand t active consumption and 384,8 thousand t mined stock) and the planned area of use of the minerals is horticulture and energy. According to the application, the maximum annual mining rate is 12 thousand t. authorisation to exploit mineral resources is requested for a period of 30 years.

The decision to initiate the procedure for applications for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency.
The application shall be digitally accessible in the https://dhs-ADR kea.envir.ee/ until

the decision to grant or refuse authorisation has been taken, everyone shall have the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the following e-mail address: info@keskkonnaamet.ee or postal address: Tallinna 22, the city of Kuressaare, the municipality of Saaremaa, the district of Saaremaa 93819.

The preparation of the draft decision granting or refusing the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
