Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the request for amendment of Lagenõmme III mining permit No SAAM-016 (registered under document management system of the Environment Agency No 12-2/18/20937) has been accepted at the request of an EOU (registry code: 10930616) (address: Region of Saaremaa, City of Kuressaare, Videviku tn 2, 93816). The application is available digitally in the public document Register of the Environment Agency at https://dhs-ADR-kea.envir.ee/ (title Lagenõmme III gravel quarry).

The aid is still granted by OÜ with Mining authorisation No SAAM-016 (valid from 14.02.2011 to 13.02.2026) for the Lagenõme gravel deposit of the Lagenõme III gravel deposit located in the village of Saaremaa in the area of Saaremaa, the State-owned land registry of Lagenõmme's gravel deposit (cadastral mark 30101:005:0085), managed by the Ministry of the Environment and the authorised land authority. Mountain reserves have an area of 3.74 ha and mountain reserves an area of 3.74 ha.

The amendment of the authorisation for the extraction of mineral resources seeks an extension of 1 hectare of the catchment area of the mining provision due to the fact that a body of water is formed in the area of the current mining provision and its catchment area and that the extraction of all the resources extracted is complicated.

As of 31.12.2019, the active consumption of the building gravel of the Lagenõme III gravel is 28,89 thousand m ³ and the excavated reserves are 17,89 thousand m ³, 4 blocks of the active consumption of the building sand is 130,88 thousand m ³ and the excavated reserves are 80,88 thousand m ³. The average annual rate of mineral extraction is 10 thousand m ³. The area of use of the mineral resource is road construction, crushed and sieved for road black coatings and building blends.

The decision to initiate the procedure for amending the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency.

Until such time as a decision is taken to modify or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the request for amendment of the mining permit to the Environment Agency. The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
