Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that, following an application by MV turbvas (registry code: 10930579) (address Island Region, Municipality of Saaremaa, City of Kuressaare, Tallinna tn 61, 93818), an application has been made for amendment of the authorisation to exploit the resources of Saikla's peat production area (“mining authorisation”) No SAAM-019 (registered under document management system of the Environment Agency 28.12.2018 No 12-2/18/20836).

MV turbvas holds mining authorisation No. SAAM-019 (valid from 04.05.2006 to 28.12.2019) in the peat production area of Saikla, located in the area of Saikla, in the municipality of Saaremaa, in the Crown of Saaremaa, in the State-owned Saiklaraba cadastral division (registered at 63401:001:0348), which is managed by the Ministry of the Environment and the authorised authority of the Earth. The area covered by the mountain allocation is 130.91 ha and the area covered by the mountain allocation is 171.48 ha.

For the purposes of the present case, a mountain allocation area of 109,44 ha is claimed and a service area of 138,45 ha is requested for an mountain allocation. In addition, an extension of 30 years of mining permit is requested.

As of 31.12.2019, Saikla's peat production area (2 blocks) represents an active consumption of 199,007 thousand m ³ of well-degraded peat and an excavated stock of 194,307 thousand m ³. The maximum permitted annual extraction rate for mineral resources is 6 thousand m ³. The area of use of the mineral resource is horticultural and heating peat.

The decision to initiate the procedure for amending the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency.
The application is available digitally in the public document Register of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to modify or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the request for amendment of the mining permit to the Environment Agency. The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
