Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for a mining permit for the archipelago of Aava, submitted by as Tariston (registry code: 10887843) (address Harju County, Tallinn, Central City district, Pärnu mnt 158/1, 11317) has been accepted.

Mining authorisation is sought for the cadastral parcels Türi District 8 (cadastral identification 93701:003:0580) and Türi District 154 (cadastral identification 93701:003:0089), in the village of Aasuväli (registry card No 0967), in the municipality of Yärva. The cadastral parcels are owned by the Republic of Estonia, managed by the Ministry of the Environment and authorised authority is the State Forest Management Centre.

The area covered by the application is 20,06 ha for the mountain pastures and 24,65 ha for the mountain pastures. The minerals to be extracted are, according to the application, filler sand (125 thousand m3) and building sand (234 thousand m3). It is planned to use aggregate sand in road embankments below the layers as aggregate and in building sand for roads and civil engineering and building blends. The average annual rate of extraction of mineral resources is requested to be 30 thousand m3. Mining permits are requested for a period of 15 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the Office of the Environment Agency Rapla (Tallinna mnt 14, PK 5, 79513, Rapla; info@keskkonnaamet.ee; 56885603).
The application shall be made available digitally in the public document Register of the Environment Agency https://dhs-ADR-kea.envir.ee/

until the decision to grant or refuse authorisation has been taken, everyone shall have the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Tallinna mnt 14, PK 5, 79513.

The preparation of the draft mining permit will be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
