Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request for extension of the mining permit submitted by the Road Administration (registration code: 70001490) (address Harju County, Tallinn, Nõmme district, Teelise tn 4, 10916) was granted.

The extension of the authorisation to exploit the mineral of a bush gravel quarry is requested in the municipality of Türi, Järva, in the village of Kolu in the Cõlts gravel deposit (registry card No 0503) on the Cadastral Division of the beer quarry (cadastral mark 83601:002:0043). The cadastral parcel is owned by the Republic of Estonia, the manager is the Ministry of Economic Affairs and Communications and the authorised authority is the Road Administration.

The mountain area of a loudspeaker quarry is 15,06 ha and that of a mountain quarry is 15,87 ha. The extracted mineral is a building gravel and its use is road construction. The average annual extraction rate is 30 thousand m3. As of 31.12.2018, the environmental registry has a building gravel iceboat icebook of 37,371 ash m3 for the back-up blocks (1 block) associated with the mountain allocation of the existing Kõlts gravel quarry. The mining permit is valid until 23.05.2020 and is to be extended for a period of 5 years.

The request for amendment of the mining permit and other relevant documents can be consulted at the Office of the Environment Agency in Rapla (Tallinna mnt 14, PK 5, 79513, Rapla; info@keskkonnaamet.ee; 56885603).
The application shall be digitally accessible in the public document Register of the Environment Agency https://dhs-ADR-kea.envir.ee/

until a decision to modify or refuse to modify the mining permit is taken, everyone shall have the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Tallinna mnt 14, PK 5, 79513, Rapla.

The draft amendment to the mining permit will be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
