The Rapla Vallavalitsus publishes a notice pursuant to paragraph 139(3) of the planning Law (plans).

The Rapla Vallavalitsus States that Decision No 47 of the Vallavage Council of Rapla of 31 May 2019, entitled “establishment of the zoning plan”, established a zoning plan for the Niinemäe rural area (cadastral mark 66904:003:0820) in the village of Mahlamäe.

The purpose of the zoning plan is to create the conditions for the construction of up to four additional individual dwellings on the site and to define the conditions visually and functionally for the development of a complex small area. According to the general plan of the municipality of Rapla, the area of Niinemäe belongs to a large part of the forest area retained, where the use of the land may be changed only by way of exception. In the case of the land in Niinemäe, forest land can to a large extent be preserved and housing plots can only be located along the Hallikivi-Rapla road, with the result that the area of forest land within the cadastral parcel is reduced by approximately 15%. The zoning plan is a change in the intended use of the land in the master plan, otherwise the solution in the master plan will be followed.

The implementation of the building plan is expected to increase the attractiveness of the village of Mahlamäe as a place of residence and help to alleviate the demand for individual residential plots in the immediate vicinity of Rapla, with positive economic, social and cultural impacts. The impact on the natural environment is limited.
